The program targets self-employed youth and mid-career candidates capable of running a service center. While the franchisee model does not prescribe a stringent government-recruitment style upper age cap, applicants should be legally adult, financially responsible to sign agreements, and physically able to manage a center operating 12 hours daily. Local Gram Panchayat acceptance and compliance with due diligence will apply.

- Application Fee: ₹100 (non-refundable).
- Security/On-boarding: One-time deposit/fees may be applicable for enabling service suites (payable digitally).
- Set-up (Non-IT): Premises 100–300 sq.ft. (as per GP grade), partitioned kiosk, counters, seating, branding/paint as per standards.
- Set-up (IT): Desktop/laptop, MFP printer (print/scan), webcam, Aadhaar-compliant biometric scanner, dual ISP internet.
- Operations: Power, connectivity, consumables, staff (if any), CCTV/housekeeping. The franchisee retains approved service charges as revenue.
Payments are accepted only through authorized digital channels. Cash payments to any person are not recognized.
